DEFINITION

One method of operation of the Commission is that any Member Government OR GROUP OF GOVERNMENTS CAN PROPOSE Resolutions on any issue. Proposed Resolutions are voted on by the Commission and require a simple majority to be passed. Adopted Resolutions are non-binding BUT ARE INTENDED TO REFLECT THE GENERAL VIEW OF THE COMMISSION ON AN ISSUE.
